According to Joshua Bloch, JSR-175 (Metadata) will be part of the J2SE 1.5 (Tiger) release. He also mentioned the other big thing that'll be in Tiger, JSR-166: Concurrency Utilities, which will give us things like locks, semaphores, atomic variables, queues and thread-pools.
